Right Cause party to vote for Mikhail Prokhorov as its leader.

MOSCOW, June 25 (Itar-Tass) -- The party Right Cause will hold its
congress on Saturday to elect a chairman. Its sole leader will be the head
of the ONEXIM group, Mikhail Prokhorov, who has promised to make the
representatives of the right wingers the second largest party in the State
Duma after United Russia.
Prokhorov agreed to head the party in mid-May on the condition that he
be given "carte blanche" - the right to attract new people and carry out a
complete restructuring of the party.
To introduce such a one-man command principle party members would
first have to amend the rules, and then admit the potential leader to its
ranks.
The party expects that Prokhorov will make a policy statement. The
election program of the party and the list of candidates will be approved
at the next party congress in September, while on Saturday the 46-year-old
billionaire, appearing on the Forbes list of Russia's richest men, will
express his attitude to such issues of significance to the Liberals as the
fight against monopolies and state capitalism, the relations with the
ruling party, the reform of education and health, the judicial system, as
well as the high-profile case of Khodorkovsky.
The voting on Prokhorov's candidacy will be secret, but the delegates
have no other choices. Earlier, among the potential leaders of the party
there were mentioned Finance Minister Alexei Kudrin, presidential aide
Arkady Dvorkovich and First Deputy Prime Minister Igor Shuvalov, but the
negotiations with them failed.
Since the emergence of the party in November 2008 it has had the
institution of co-chairs. One of them - Boris Titov - eighteen months ago
already tried to introduce a one-man command system, but was forced
eventually to move away from party affairs. As it was explained by another
co-chair, Leonid Gozman, the heirs of the liberal ideas deliberately kept
the position vacant, waiting for a figure of the federal level and scale.
"We have been looking for a man whose resource would be able to confront
United Russia, and whose status would give a signal in the first place, to
the officials in the regions that "United Russia's serfdom" has ended and
you can be in another party," explained Gozman. He is convinced that under
Prokhorov the party can cope with a kind of the minimum program - to
become an alternative to United Russia as a liberal ruling party.
The congress will completely restructure the leadership of the party.
Alongside the posts of co-chairs also abolished will be the Supreme
Council, which now consists of nine people, including the head of RUSNANO
Anatoly Chubais.
Gozman said that he would not take a seat on a new Political Council.
"Two people will certainly quit the leadership of the party - Chubais
and myself," he said, adding that Prokhorov was joining the party, in
fact, as a "crisis manager" and he "should have a free hand."
The party Right Cause was created through the merger of the Union of
Right-Wing Forces (SPS), Civil Force, and the Democratic Party of Russia.
At a certain point the SPS, established by Chubais and late Yegor Gaidar,
took over from Gaidar's Democratic Choice of Russia. The success of
liberal ideas and their advocates in the 1990s was followed by a crushing
defeat at the beginning of a new century. Since 2003 the right-wingers
have had no representation in the State Duma.
Russian President Dmitry Medvedev believes that the right-wingers have
their own electorate and, respectively, a chance to enter the State Duma.
Apparently, the head of state closely monitors processes on the right
flank. In a recent interview to The Financial Times he said that Kudrin
could be a great leader of a right-wing party and it was too bad he
refused. However, according to the president, Prokhorov, too, "is able to
lead the party," if he receives such a mandate from the congress.
Elected to the Congress are about 120 delegates from 75 regions. The
organizers of the forum, which will be held at the World Trade Center,
promise an impressive number of guests, including some "unexpected",
"significant" and interesting persons.
