Seoul to give incentives to build quake-proof facilities

SEOUL, June 30 (Yonhap) -- The Seoul government said Thursday it will give various benefits to facilities that strengthen their quake-resistant capabilities and fine others that do not follow orders to do reinforcement work, amid heightened safety concerns following Japan's devastating earthquake.
The plan aims to ensure that all multi-purposed facilities in the city, including schools, shopping centers, hospitals and theaters, are built to be quake-proof, the Seoul Metropolitan Government said. Only 63 percent of hospitals and 23 percent of schools in Seoul are currently able to withstand an earthquake.
Those facilities that reinforce their quake-resistant capabilities will be given tax exemption benefits or a higher floor area ratio, the municipal government said. If those that are ordered to carry out reinforcement work do not comply within a given period of up to 15 years, the local authorities plan to levy a fine.
The plan's announcement comes two months after the municipal government moved up the completion date of an ongoing project to make the city's subway tunnels quake-resistant. The project, which started in 2004, is now due for completion in 2014, two years earlier than originally scheduled.
The Seoul government also plans to make 85 percent of the city's bridges and other road facilities quake-proof by 2014, up from the current 68.2 percent.
