Impartial probe into Hariri's murder to help stabilize Lebanon
MOSCOW (Itar-Tass) - Russia stands for the detection of truth
behind the murder in 2005 of former Lebanese Prime Minister Rafik Hariri,
and it believes that the outcome of an objective investigation will
contribute to the democratic development of the country, the Russian
Foreign Ministry said in a statement on Friday.
"Russia, which supported the special tribunal (of the UN for Lebanon)
at the stage of its formation, has consistently advocated the detection of
truth regarding the assassination of Rafik Hariri and the prosecution of
the perpetrators," the Foreign Ministry said.
Russia's position is based on the belief that "objective and
transparent outcome of an honest, politically unbiased, facts-based
investigation of all circumstances must ensure justice and promote the
democratic development of sovereign and stable Lebanon in the context of
civil peace and internal consensus" .
On Thursday a delegation of the UN Special Tribunal for Lebanon handed
over to Lebanon's Prosecutor-General Said Mirza a bill of indictment in
the case of the murder of ex-premier Rafik Hariri. Together with the
verdict the authorities received a warrant for the arrest of several
members of the military wing of the radical Shiite group Hezbollah, among
them, Mustafa Badreddin, Ash Selim, Abdul Majeed Gamlush and Hassan Isa.
All of them are accused of organizing the terrorist attack on the Beirut
seafront in 2005, which cut short the life of the former head of the
Lebanese government. The trial in The Hague of the killers of Hariri, a
prominent Sunni politician may begin in September this year.

TBILISI, July 2 (Itar-Tass) -- The Georgian parliament met in
extraordinary full-scale session on Friday to approve in the third, final
reading an amendment to the Constitution, under which in July 2012 the
highest legislative body will be moved to the city of Kutaisi. It will
begin its work there after the next parliamentary elections, to be held in
May or June next year. An overwhelming majority of 103 legislators voted
for the transfer of parliament from the capital Tbilisi to Kutaisi. One
opposed.
As representatives of the parliamentary majority said, "the purpose
of changes to the Fundamental Law is to increase the role of regions in
the politico-economic processes and also the role of Kutaisi, an ancient
historical and cultural center of Georgia."
The Georgian opposition has questioned the expediency of having the
executive and legislative branches in different cities - Tbilisi and
Kutaisi. Some of them believe that "having moved to Kutaisi the parliament
will lose control of the executive branch, which will be in Tbilisi," and
suggested "moving the government to Kutaisi, too." Others are strongly
against the transfer of parliament to Kutaisi (230 kilometers away from
Tbilisi), saying that building the parliament's comipoound will require
additional funds from the state budget.
