New Information, Culture and Tourism minister assumes office

VIENTIANE,JULY.(KPL)- Prof. Dr Bosengkham Vongdara officially assumed post as Minister of Information, Culture and Tourism, replacing Mr Mounkeo Oraboun.
A ceremony to finalise the position change took place at the National Culture Hall on Tuesday, attended by Deputy Prime Minister Asang Laoly, high-ranking Party officials, and officials from the information, culture and tourism sectors.
Mr Mounkeo will retire after assuming the ministerial post in July 2005.
For the past six years, Mr Mounkeo has led the ministry to many key achievements such as reforming its organisational structure and work methods. He also oversaw a policy to introduce self-sufficiency, meeting with success in certain organisations.
Mr Mounkeo also led efforts to create the Heritage Law, Media Law and Publishing Law, which were promulgated by the National Assembly. He also drafted national policy on culture and was instrumental in providing direction on cultural conservation, promotion and development.
Other achievements include leading a meeting to review the implementation of the Central Party Politburo resolution on strengthening Party leadership and government management on media in the new era, and contributions to the ministry’s third Party Congress in October last year.
Mr Mounkeo was formerly Minister of Culture and Tourism from 1991 to 1992 and subsequently became Governor of Vientiane province. During his year at the ministry he made plans for five projects related to cultural development. These were the creation of model cultural villages, promotion of Buddhism, the study of artefacts and their restoration, culture industry, and human resource development in the information and culture sector. Mr Mounkeo expressed his pride at being able to follow through with the plans he had set in motion and succeeded largely in completing. He welcomed the incoming minister whom he said was intelligent, knowledgeable and eminently capable of continuing the mission.
He called on all the ministry’s leaders to strengthen their leadership and develop sound working methods in response to the trust placed in them by the Party and government.
Mr Mounkeo said the ministry had seen many successes in the past six years, but has yet to fulfil all its goals, especially in terms of human resource and technical development. Furthermore, some public complaints concerning cultural affairs had not been addressed.
Mr Asang called on the new ministry leaders to work harder to bolster the role of the ministry in moving Lao society towards prosperity, both materially and spiritually.
Meanwhile Prof. Dr Bosengkham expressed his commitment to continue the tradition of achievement of the past six years under the leadership of the former minister.
