Free development of person leads to society modernization success

WOLFSBURG, July 18 (Itar-Tass) -- The turning point of millenniums saw
a qualitatively new stage in the relations between Russia and Germany,
Justice of the Federal Constitutional Court of Germany Udo di Fabio said
in his speech at the opening ceremony of the 11th session of the
Russian-German forum St. Petersburg Dialogue here on Sunday. His speech
was devoted to the main item on the agenda of the forum that is entitled
"Citizens, Society and State - Partners in Modernization Process".
"Germany and Russia are seeking for democracy, a rule of law state
system," the speaker said. Germany takes Russia as a key partner for
Europe.
"When the market economy reached China, when the Berlin Wall
collapsed, Russian citizens sealed off the path backward, in dictatorship.
The Russian democratization process was developing at a fast pace. The
country entered the epoch of modernization," the German justice said. He
noted that the St. Petersburg Dialogue forum has "a unique role." The
forum allows representatives from various spheres of the civil societies
in the countries to meet and discuss pressing problems that concern Russia
and Germany.
As for the modernization of the public life, Udo di Fabio noted that
the reforms in all aspects of social relations are possible "only if each
person has some freedom, the freedom of education, science and a growing
civil responsibility."
"The success of the modern society is possible only in a free
development of talents of its citizens. Only in such society each person
will find some forces inside of him to turn into a master of his life,
that is to say to create a family, business or a party. Citizens should
have the freedoms and the willpower to act. Then, citizens, society and
the state form an integral community. The state pursues the only goal is
to guarantee the freedoms of citizens and the equality of all citizens for
the law," the justice said.
Udo di Fabio wished to the St. Petersburg Dialogue forum to contribute
to the rapprochement between Russian and German societies, a deeper mutual
understanding between the peoples of the countries for the sake of a
closer bilateral cooperation for the benefit of each citizen.
