Income limitation for child benefits set at 8.6 mil. yen+
TOKYO, July 27 Kyodo -
The ruling and opposition camps basically agreed Wednesday that child allowances will not be paid from fiscal 2012 for families with annual after-tax income of 8.6 million yen or more, lawmakers said.
The deal is a compromise on the part of the ruling Democratic Party of Japan, which wants to secure the opposition parties' cooperation in passing a bill that would allow the government to issue deficit-covering bonds for fiscal 2011.
Last week, the DPJ proposed setting the annual income limitation for those who are eligible for child allowances at 10 million yen, but the main opposition Liberal Democratic Party and its ally the New Komeito party were reluctant.
The child allowance program was the DPJ's key campaign pledge in the general election in 2009 which helped propel the party to power. The LDP and New Komeito have been calling on the DPJ to review the child allowance policy.
Embattled Prime Minister Naoto Kan, also head of DPJ, has set the deficit-covering bond bill's enactment as one of the conditions for his resignation.
The agreement on child benefits will be finalized during talks among the three parties' secretaries general and policy chiefs.
