U.S. Vice President Biden to visit Japan on Aug. 22-24: Edano

TOKYO, Aug. 5 Kyodo -
U.S. Vice President Joe Biden will visit Japan on Aug. 22-24 and meet with Japanese Prime Minister Naoto Kan to express steadfast U.S. support for Japan's efforts to rebuild following the March 11 earthquake and address its nuclear crisis, Chief Cabinet Secretary Yukio Edano said Friday.
Immediately after the catastrophe, U.S. forces in Japan helped the country's disaster-hit areas through its ''Tomodachi'' relief operation.
Asked if a new Japanese prime minister would be meeting Biden if Prime Minister Naoto Kan's three conditions for resignation are achieved by then, Edano told a news conference, ''Whatever the political situation is, the prime minister will welcome and hold talks'' with the visiting vice president.
Kan has made parliamentary passage of three key bills a condition for resigning. The legislation comprises a bill to enable the government to issue deficit-covering bonds for fiscal 2011, a bill to promote the use of renewable energy, and the second extra budget for fiscal 2011 which has already been enacted.
The U.S. vice president was originally scheduled to visit Japan in early July but the trip was postponed due to prolonged talks in Congress over the U.S. federal debt ceiling issue.
The White House said Biden will depart on a trip to China, Mongolia and Japan on Aug. 16.
Prior to Japan, Biden will visit China at the invitation of Chinese Vice President Xi Jinping. Biden will hold talks with Xi, Chinese President Hu Jintao and Premier Wen Jiabao to discuss a broad range of bilateral, regional and global issues, the White House said.
During their meeting, Biden and Xi, who is seen as certain to succeed Hu as president, are expected to take up issues related to the South China Sea and planned U.S. arms sales to Taiwan.
Biden also plans to travel to Chengdu in Sichuan Province.
