Kim deems it necessary to end construction of Hichhon HPS by 2012.

PYONGYANG, August 18 (Itar-Tass) - Virtually all North Korean
ministries and departments "render material and moral assistance to
military builders of the large Hichhon hydropower station" in the country'
s north, the KCNA news agency reported on Thursday.
According to the agency's information, executives and staff members of
the above organisations, including the Foreign Ministry, repeatedly
brought to the construction site tools, prime necessities as well as
publicity materials with calls to achieve a resolute swing in the
construction of a powerful and prospering state as well as in a rise in
living standards of people.
North Korean leader Kim Jong-Il, accompanied by the military and
political elite, visited the project several times. He expressed gratitude
to builders who "were able to accomplish a great amount of work, including
construction of the dam, in a short period of time".
The North Korean head also noted with satisfaction that construction
of various facilities of the hydropower station is made ahead of time and
"is effected with their own forces with the use of national technology and
materials".
Kim deems it necessary to complete construction of the plant "at a
high qualitative level" by 2012 when the country marks the 100th birth
anniversary of first and "eternal" President Kim Il-Sung. The Korean
leader expressed confidence that people and the army, "possessing
inexhaustible spiritual potential", will cope for sure with the set task.
In turn, builders promised their leader to complete the plant's
construction "in one breath".
Erection of the Hichhon cascade of hydro stations in the northern
province of Kangwon-do is regarded here as one of priority state tasks.
Leading ministries and departments are involved in its construction; the
task was set before them to organise non-stop deliveries of equipment and
building materials to the construction site.
An advertising poster was published in North Korea with the
inscription "Let us concentrate all efforts on construction of the Hichhon
hydropower station!"
