MOSCOW, August 19 (Itar-Tass) - Criminal proceedings were opened over
hazing at a military unit in Kronshtadt, after a video showing two
servicemen humiliating four conscripts was placed on the Internet, the
press service of the main military investigation department (GVSU) told
Itar-Tass.
The video appeared on August 17. Rights activists said the recording
was made this spring.
A pre-investigation check found "hallmarks of exceeding authority with
the use of violence or threat to use violence" in the actions of two
servicemen of military unit 33491. One of them was commander of the
conscripts hurt in the hazing incident, the GVSU said.
