Far East, Siberia development requires extra RUB 228 bln - minister

IRKUTSK, September 12 (Itar-Tass) - Minister of Regional Development Viktor Basargin said the development of Russia's Far East and Siberia would require an additional 228 billion roubles in 2012-2014. He made the statement at the Baikal Economic Forum on Monday.
In his opinion, the key instrument in forming the modern economy and comfortable environment in this region is the state program to develop Siberia and the Far East in the period until 2013. This year, the federal budget allocated over 36 billion roubles for its implementation, and another 54 billion roubles of allocations are due within the next two years.
In formulating proposals on funding the state program in 2012-2014, a request for an extra 228 billion roubles was brought forward upon coordination with the Ministry of Economic Development and state customers.
This will allow the region to finish quickly the construction of 182 key facilities and begin the construction of another 126, the minister said, specifying that "these are schools and hospitals, highways, transmission lines and new bridges."
In addition, it is suggested using the additional federal budget money for the construction of the Sakhalin regional power station-2 and several stretches of the Vilyui road.
More than 95 billion roubles were disbursed during the implementation of the program in the period from 2008 through 2010, including 68 billion roubles from the federal budget.
This money was invested in the construction of 300 facilities. Of
those, 168 have already been built, the minister said.
"It enhanced the reliability of power supply to industrial companies, including the East Siberia- Pacific Ocean oil pipeline, expanded the network of roads, and helped build gas supply lines along the Sakhalin - Komsomolsk-on-Amur-Khabarovsk pipeline," he went on to say.
As for the guidelines on which efforts have been focused this year, Basargin named the construction of social facilities, modernizing utility systems, road repairs and road construction on the Sakhalin island, and in Buryatia and the Zabaikalye Territory.
"For example, the remodelling of the Ulan-Ude airport will be finished by the end of the year. It will be able to service all types of planes and increase throughput capacity to one million people a year," the minister said.
