Russian IAEA envoy calls for early NKorea talks resumption

VIENNA, September 16 (Itar-Tass) -- The Russian representative in the
International Atomic Energy Agency (IAEA) said the Russian - North Korean
summit in August promoted the resumption of six-party talks on the North Korean nuclear problem and the chance should not be missed.
After the August summit between Russian President Dmitry Medvedev and
North Korean leader Kim Jong-il "a certain positive change shaped out
which shall be used to re-launch the six-party process in the interests of
a comprehensive settlement of the nuclear problem on the Korean
Peninsula," Grigory Berdennikov said at the IAEA session on Thursday.
"We call on the DPRK government to announce a moratorium on the
production and tests of nuclear weapons, return to the Nuclear
Non-Proliferation Treaty, and resume the application on its territory of
the agreement with the IAEA on comprehensive guarantees," he said.
He expressed concern that IAEA inspectors are not allowed to North
Korean nuclear facilities. "It is very important that Pyongyang should
allow inspectors of the Agency to carry out checks in compliance with
commitments under the Agreement on guarantees. It is necessary that IAEA
experts who have the necessary professional experience and knowledge
provide their objective conclusion regarding all aspects of the nuclear
program of the DPRK," Berdennikov said.
He called on all participants in six-party talks "to display a
positive attitude and focus on a joint search for creative ideas that
would help implement the emerged possibilities."
"An early resumption of six-party talks is very important," he said.
