Developed markets' joint effort may prevent crisis' second wave.

SINGAPORE, September 27 (Itar-Tass) -- Prevention of the second wave
of the global economic crisis depends on how constructively monetary and
economy powers of developed markets will act, Troika Dialog's Managing
Director Anton Rakhmanov told Itar-Tass in an exclusive interview on
Tuesday.
He is participating in the 6th Russia-Singapore business forum
(RSBF), which is closing on Tuesday.
"It is necessary to lower Europe's sovereign debt, simultaneously
raising effectiveness of European economies," he said. "At the same time,
it is necessary to lower debts of American consumers."
"For this, it would be necessary to restructure the American economy,
and in future it would be necessary that at least European authorities
forecast and make decision regarding the European Union's further
members," Rakhmanov continued. "Thus there should be coordinated actions."
"Uncontrolled emission will not cause radical changes in the current
situation in economies of either united Europe or the USA," he continued.
"It is like treating a patient suffering from cancer with soft drinks, but
the patient will die in the long run: a radical surgery is necessary."
