Zubkov to chair working group meeting on retail trade development
MOSCOW, September 28 (Itar-Tass) - First Vice-Premier Viktor Zubkov will on Wednesday chair a working group meeting to review the
implementation of the Law on the Principles of State Regulation of Trade Activities in Russia.
Way back in May this year, Zubkov gave an assignment to verify
compliance with Russian legislation requirements. At that time, the First Vice-Premier gave an instruction to carry out a comprehensive analysis of the state of trade on retail markets. The working group members are to examine the results of that work.
The agenda of the working group meeting also includes items concerning the implementation of legislation on retail markets. Participants in the meeting are to consider the basic orientations for the development of trade on retail makets in the medium term.
Special attention is to be devoted to the efficiency of the work of regional authorities in ensuring the access of Russian farm and fish products to retail markets. A member of Zubkov's staff said the meeting would deal, specifically, with matters relating to direct access for agricultural commodity producers to the markets of large cities, expansion of interegional interaction and geography of the delivery of products, the modernization of trade and logistics infrastructure, the monitoring of the safety of products and observance of sanitary and hygienic norms.
Prior to the working group meeting, First Vice-Premier Viktor Zubkov and Moscow Mayor Sergei Sobyanin will visit one of Moscow agricultural retail markets. The officials will inspect the trading stalls, a laboratory, and meet with farmers from regions that supply their produce to the Moscow market.
The Federal Law on Retail Markets and on the Introduciton of
Amendments to the Labour Code of the Russian Federation was adopted in 2006. The document determined the types of retail markets
(general-purpose, special-purpose, agricultural, and agricultural-cooperative ones); the main rules for arrangements for their operation, requirements for the upkeep of the territory and equipment of the market; a procedure for the provision of trading premises (with not less than 50 percent of premises being allotted for Russian agricultural producers).
