34 security measures implemented in NCaucasus - envoy.

Presidential envoy in the North Caucasus Federal District (SKFO) Alexander
Khloponin said 34 of 89 security measures were implemented in the SKFO. He
was speaking at a visiting session of the Russian Security Council in
Yessentuki on Wednesday.
"We've already implemented 34 of 89 measures to ensure national
security and stable development of SKFO regions, approved by the Russian
government," Khloponin said.
To reach strategic goals of the government policy in the North
Caucasus, it is foremost necessary to "involve the economy and territory
of the District in the global economic space on competitive basis," create
conditions for an inflow of investments, "strengthen the economic basis of
SKFO regions, which is impossible without socio-political stability, the
envoy said.
Khloponin noted "each region has already carried out much work to
realize the strategy. They approved concrete investment programs. The
implementation of the first investment projects under 70-percent
government guarantees will start in the SKFO in the near future."
"The government's decision on state guarantees for investment projects
is as good as issued. The first projects worth 42 billion roubles have
been selected. They will be implemented in every republic of the North
Caucasus.
Hopefully, construction sites and facilities will be specified within
a month. This implies new jobs, and skilled personnel, which are very
important tasks for the SKFO, the envoy said.
"The SKFO has drawn a large list of investment projects which will we
should realize in the near future. Today, the Caucasus is the donor of
young resources. Young people should fulfill themselves, in the first
place in their own republics. A considerable stratum of youths should be
integrated in the all-Russian economy. It is one of the crucial tasks,
too," Khloponin underlined.
