POLITICIZATION STILL BUGGING RI BUREAUCRACY : MINISTER
Jakarta, Dec 3 (ANTARA) - One of the problems met in reforming Indonesia's bureaucracy is its continuing politicization whereas it should actually be kept free from any political pressure, Administrative Reform Minister Taufik Effendi said.
"The problem we have met in reforming the bureaucracy is that it continues to be politicized and is having difficulty remaining neutral," Effendi said at an International Seminar on Bureaucratic Reform in Indonesia here on Wednesday.
The seminar was conducted by the State Ministry for Administrative Reforms in cooperation with the World Bank.
According to the minister, the government bureaucracy had the task, authority, and responsibility to conduct governmental activities and engage in development for the people's welfare.
He said the government bureaucracy had a strategic role to formulate a national policy or to perform regulatory, service and empowerment functions, and to protect the people.
The minister said there should be a holistic approach to finding the best possible way to overcome the problems in bureaucratic reform.
He said further that to speed up bureaucratic reform, there should be a common perception, objective, and will from all national elements on the importance of realizing a good government management.
"There should be a basic sincerity and consistency in the implementation of bureaucratic reform," Taufik Effendi said.
He said the objective of bureaucratic reform was to realize a good government management, and therefore it needed a paradigm shift from the bureaucrats and the state apparatus in the support of the reform.
"From an administrator to be a public servant, the authority should be changed into a role player, output becomes outcome, egocentric becomes ego-national because a position one holds is a mandate," he said.
According to the minister, other problems besides politicization and neutrality in the bureaucracy were among others abuse of power, low competitive power, and feudal culture.
