Govt concerns most workers are engaged in agrarian sectors

(KPL) The government is most concerned with that a very large proportion of the workers continue to be engaged in the agrarian sectors, worker productivity in agriculture is low, which is less than 4-5 times compared to that in the non-farm sectors, says the Ministry of Planning and Investment.
Deputy Minister of Planning and Investment, Mr. Bounthavy Sisouphanthong, said at the Monday’s meeting on the 4th National Human Development Report that the rural poverty is higher than urban and pointed out between 1985 and 1995, there was about 4% shift of workers away from agriculture to non-agriculture sectors, while between 1995 and 2005, there was a 7% shift of workers. Thus in 20 years, there have been about 11% shift of workers away from agriculture. However the women workers are moving away at a greater pace than men workers are.
“Non-farm sectors are growing, the largest net growth comes from industry and not agriculture. Presently, the share of agriculture in gross domestic product (GDP) is less than half. However, workers in industry are less than 5 per cent in the workforce,” said Mr. Bounthavy.
Rural unemployment is high and underemployment and the country needs to create more many jobs to ease this.
According to the study by the National Statistics Department, there are many workers in urban areas, engaged under not comfortable condition and they do not earn very much, and do not have a working life beyond a few years.
It says that labour laws are not very effectively applied in many sectors. As a result, it is difficult to know much about workers’ working conditions, earnings and occupational hazard that they face. This is another challenge for the government officials.
It also points out that creating human capacities is a major challenge to the government. Matching with many countries with higher levels of development, in literacy levels, Laos’ problem is beyond literacy and most relate to making children completing school, strengthening tertiary education, and scaling up technical education and skills.
