IMPLEMENT COMPETITIVE BIDDING TO AVOID CORRUPTION
PUTRAJAYA, Dec 16 (Bernama) -- Treasury staff should reduce their power to make decisions based on discretionary authority to avoid corruption and achieve services of higher integrity, Deputy Prime Minister Najib Razak said Tuesday.
"We should hold on to integrity values and support the strengthening of
integrity in the procurement system," he said.
This was among the steps outlined by Najib, who is also the Finance
Minister, when officiating the Treasury's Quality Day 2008 event here.
Najib said among the steps which could be taken to reduce discretionary
authority was to implement competitive bidding.
"Reducing discretionary authority will also help Prime Minister Abdullah
Ahmad Badawi in the effort to achieve services of higher quality," he
said.
Another step outlined by Najib was to ensure that every ringgit spent by
the government should provide value for money.
"We must ensure that that every ringgit spent really brings value to the
government," he said.
In addition, Najib called on the Finance Ministry staff to look at solving
problems in a more creative and innovative manner.
"Under the current challenging global conditions, we must use our mental
capability to come up with more creative ideas," he said.
Najib said efficiency at the Finance Ministry will cause other ministries
to improve their performances, especially in matters involving funds to
implement projects or for development.
He also called on the treasury staff to consolidate their intellectual
capital.
"All expertise and knowledge relating to management of the economy and
country's finance should be consolidated for decisions to be made more
accurately," he said.
The ministry, he added, also needed good information to ensure that
decisions made are appropriate.
Earlier, Najib said that this year and 2009 are expected to be challenging
ones for the Treasury.
"We will feel the responsibility and challenge because people have placed
high hope on the government to continue tackling the economic downturn which is
causing concern," he said.
On the question of quality, Najib said it should start at the top before
proceeding to the lower levels.
"The commitment (to quality) is only effective if it starts at the top and
goes down to the lowest level. 'Quality begins at the top', reflecting
continuous improvements, is very important," he said.
