Meeting of Ministry of Public Health of RK

Astana, 19 December 2008, (Khabar) - Headquarters on reduction of maternal and infant mortality is to be created in Kazakhstan. Some of the more difficulty problems of local medicine have been discussed at an extended board meeting of the Ministry of public health. Kanat Saudabayev, the secretary of state, deputy governors of the regions who are in charge of medicine and heads of National scientific centres all took part in it.
How to fight maternal and infant mortality was the first question on the agenda of the board meeting. The reasons for these tragic cases include insufficient quality of medical aid, a lack of qualified personnel and the poor health of the women themselves. A special headquarters will be created in the country for taking urgent measures to reduce the rates of both maternal and infant mortality. According to the minister of public health Zhaksylyk Doskaliyev, it is necessary to increase the responsibility of medical staff in order to improve the situation. Other characteristics are far from being perfect as well although the financing of public health has increased 3 times throughout the last 5 years and reached 400 billion tenge, noted the secretary of state Kanat Saudabayev.

- Over the last few years, the prevalence of HIV in Kazakhstan has doubled, the sickness rate of tuberculosis is at a very high level, the cases of registering cancer pathologies are not decreasing and the rates of maternal and infant mortality is causing alarm as well. We remember the tragedy in Shymkent where more that 100 children became victims of HIV. After the personal intervention of the Head of state, all measures on improving the situation were taken and I want to believe that something similar will never again happen in our country.

Zhaksylyk Doskaliyev, minister of public health is worried with high level of maternal and children’s death. He said special headquarters on urgent measures on reduction of maternal and infant mortality will be founded in the country. He considers most of tragedies can be prevented and it is necessary to increase responsibility of medical workers.

- 67% of deaths of mothers depend on weak responsibility of medical workers. Though financial aid is allocated, new buildings are built and equipment is renewed.

The Presidential program on constructing over 148 modern public health facilities is already being implemented in the country. A medical holding company started its work in the capital city this year, which has 6 modern clinics in its structure. Large-scale investments in the area allowed improvements in the infrastructure of medical organizations, medicine supplies and purchasing modern equipment. All the social obligations of the state will be fulfilled by 2012 despite the negative influences of the world financial crisis, said the secretary of state. It is necessary to speed up the transition to international standards of providing medical aid and work out an effective model of public health system development which should correspond to the strategic directions of the social and economic development of Kazakhstan before the year 2020.
