Parliament may call another irregular session
Ulaanbaatar /MONTSAME/ The irregular session of Parliament ended on August 14. Accordingly, another irregular session will be called again to discuss the appointment of six new ministers to replace the six dismissed members of Cabinet.
The irregular plenary session of Parliament, which commenced on August 3, ended with the adoptions of the Laws on Fire Arms, Promoting Economic Transparency, and on Pardon (Amnesty).
In his closing speech Speaker Z.Enkhbold noted, “During this period, a parliament draft resolution on the dismissal of some members of the government was resolved. The planned laws on crime, a revised version, and on violations are being postponed and will be reviewed during the autumn plenary session of Parliament.
“Commemorating the 25th anniversary of the first democratic election held in Mongolia and the establishment of Parliament with permanent functions, it is notable that the Law on Amnesty was adopted.
“Nevertheless, President of Mongolia Ts.Elbegdorj claimed he would issue a veto on the Amnesty Law and thus, it is inevitable to recall an irregular plenary session to consider this issue. In the meantime, the six ministers of Cabinet to be submitted by the Prime Minister will be also discussed.”
The parliament’s Justice Coalition, comprising parliament members from the Mongolian National Democratic Party (MNDP) and the Mongolian People’s Revolutionary Party (MPRP), have announced that the commission on nominating the six candidates to Cabinet will be headed by N.Enkhbayar, the chairman of MPRP.
According to the Speaker, coming into force, the Law on Promoting Economic Transparency will keep track of every hidden property and income, registered under individuals and legal entities, reflect them to financial, tax and social insurance reports, and will also allow one-time amnesty in case of new registry of those properties. He highlighted that the law is irrelevant to those officials and authorities who are bound to report their income statements.
The new Law on Fire Arms is of great importance, having reflected all kinds of precise adjustments and regulations and addressed the increasing use of fire arms in Mongolia.
As for the Law on Pardon, the parliament has been receiving a lot of criticism from the public for the past few days since adoption.
