Laos is acting against commercial sexual exploitation of children

(KPL) The National Commission for Mothers and Children in cooperation with the Ministry of Labour Social Welfare and UNICEF held a workshop on the Development of the Implementation Plan of the National Plan of Action on Commercial Sexual Exploitation of Children (CSEC) in Vientiane on 21 January.
The aim of this meeting is to discuss the National Plan of Action on Commercial Sexual Exploitation of Children in 2007-2011 which was approved by the National Assembly and proclaimed in 2008.
The participants will discuss the dissemination on the resolutions passed at the children’s rights convention, the sub-treaty on commercial sexual exploitation of children and child pornography printing in Laos and whether Laos should become a partner of the Children’s Rights Convention in 1991 and 2006.
Mr Laoly Faiphengyoa, Vice-Minister of the Ministry of Labour and Social Welfare said at this meeting that its implementation means that it would be promoting the health of mothers and children and educational development of the children.
It would also, he added, protect children from the dangers of sexual exploitation, violence in working places, sexual violence and human trafficking .
He said the Lao government is also focussing on gender resource promotion, anti-human trafficking and implementation of the convention on human right sub-international treaty in Laos.Ms. Laila Ismail-Khan, representative of the UNCEF to Laos, said this workshop marks another step towards protecting Lao children from the threat of commercial sexual exploitation.
CSEC or Commercial Sexual Exploitation of Children, she said is a global problem that takes various forms, ranging from trafficking for sexual purpose, to pornography sites in the Internet and to prostitution and it is complex problem with multiple causes.
She asserted that the causes are the weak enforcement of laws; the rising number of dysfunctional families; the lack of social safety nets in communities, deficiencies in education and last but not least, poverty.
Miss Laila added that it is for these reasons that governments have come together to raise awareness on the dangers and consequences of CSEF and to agree on concerted action to confront it.
Successive world congresses-most recently in Brazil last November- have demonstrated the resolve of the global community to tackle the issue, the UNICEF chief in Laos said.
