Agreement reached on release of fishermen detained by Russia+

YONAGO, Japan, Feb. 5 Kyodo -
The employer of a crab-fishing boat crew detained in Russia said Thursday it
has reached an agreement with Russian authorities on their release.
Hiyoshi Suisan, the seafood processor which owns the boat that was seized Jan.
27 in waters off the Noto Peninsula, said it has sent an undisclosed payment
and the Russian authorities have agreed to free all 10 fishermen as soon as
they have confirmed receiving it.
''Confirmation of the payment depends on the circumstances on the Russian side
and it's likely that they will be released early next week,'' Hiyoshi Suisan
President Shinsuke Iwata said.
Russian border guard officials, meanwhile, said an agreement has been reached
and that the crew members will be released within 24 hours after the payment is
confirmed. Neither side would comment on the amount of money paid or on how the
detainees will be transferred.
Russian authorities have begun legal procedures in the case and the payment
includes damages or a fine that could be imposed. Iwata declined to comment on
the legal side of the matter, only saying, ''We negotiated a deal focusing on
having our crewmen freed.''
The 122-ton Yoshi Maru No. 38 was seized while operating about 480 kilometers
north of Sakaiminato, the Tottori Prefecture port city where the vessel is
based. The ship left Sakaiminato three days earlier for a weeklong fishing
operation and appeared to have strayed out of Japanese waters.
Russian authorities later transferred the ship and crew to the Far Eastern port
of Nakhodka, where investigations have been conducted on charges of illegal
fishing in the Russian exclusive economic zone.
In Tokyo, the Japanese government said it has been notified by Hiyoshi Suisan
of the agreement.
''The owner of the boat has informed us that an agreement has been reached on
the amount of money paid to the Russian side,'' Chief Cabinet Secretary Takeo
Kawamura told a press conference. ''Soon after the money is paid, the boat and
crew will be released. The information has been confirmed by the Japanese
Consulate General in Vladivostok as well.''
''I believe the two sides are making final arrangements at this time,'' he added.
