Keeping an eye on the market
Hanoi (VNA) - The Ministry of Agriculture and Rural Development (MARD) has asked enterprises and associations to pay attention to domestic and foreign market information and prices in order to develop appropriate production plans.
Minister of Agriculture and Rural Development Cao Duc Phat made the statement during
a meeting on Feb. 10 to discuss ways to tackle obstacles hindering the export of
agricultural products.
Market information was a key factor for development of company strategies for the
production and export of agricultural, forestry and fishery products, Phat said.
The minister suggested the ministries of Industry and Trade and Foreign Affairs make
an effort to ask Vietnam's trade offices abroad to supply MARD with relevant market
information in a timely manner so that ministries could cooperate and make suitable
adjustments domestically.
The information would allow the ministry to adjust its products structure in
accordance with market demand, particularly in the current situation of economic
recession, Phat said.
The ministry had also suggested that the State Bank of Vietnam adopt priority
policies to ensure sufficient low-interest capital to support farmers and producers,
he added.
Agencies would cooperate with relevant associations to develop plans for rice
reserves, warehouse space and frozen food reserves.
The Ministry of Industry and Trade has increased its trade promotion budget set
aside for agricultural producers and exporters from 80 billion VND (4.5 million USD)
to 90 billion VND (5 million USD), according to Deputy Minister Nguyen Thanh Bien.
The ministry also suggested that the Ministry of Finance reduce the export tax
imposed on rice to zero percent.
According to MARD, Vietnam still has opportunities to export agricultural
products because they are essential goods. Some countries cannot produce enough to
satisfy demand and must import.
In January, the country exported 300,000 tonnes of rice, the largest amount since
January 1989, said Chairman of the Vietnam Foodstuff Association Truong Thanh Phong.
The sector expects to bring the total volume of rice exported in the first two
months of the year to 900,000 tonnes.
Phong said that so far this year, rice exporters have signed contracts to export 3.1
million tonnes of rice for delivery within the first six months of the year.
However, Phong worried that the contracts might not be fulfilled as scheduled due to
limited shipping capacity.
To help farmers and exporters sell more rice in the future, the association is
looking to expand to two new markets, namely Malaysia and Cuba .
According to MARD, the agricultural, forestry and fishery sector has set a 14
billion USD export target for this year, a decrease of 14.6 percent compared to
2008.
In January, the export value reached 1.1 billion USD, 21.4 percent lower than last
December and 12 percent lower than the same period last year.-Enditem
