PACT ON RI, A`LIA EEZ BORDERLINES NOT YET RATIFIED

Kupang, E Nusa Tenggara, March 30 (ANTARA) - Indonesia and Australia have not yet ratified a pact signed by the foreign ministers of both nations in 1997 on the borderlines of their exclusive economic zones in the Timor Sea, Director of the Care for West Timor Foundation, Ferdi Tanoni said.

"The pact which was signed by foreign minister Ali Alatas and his Australian counterpart Alexander Downer in 1997 has not yet been ratified by the parliaments of the two countries," Ferdi Tanoni said here on Monday.

He said that because the pact had not yet been ratified it was not yet in force even though article 11 of the pact said the agreement would be effective when the two countries had exchanged a ratification charter.

Tanoni, author of the book: "The Timor Sea Scandal, A Canberra-Jakarta Political and Economic Barter," made the remarks in response to a protest lodged by a fisherman to Vice President Jusuf Kalla here on Sunday.

When Kalla held a campaign for the Golkar Party here on Sunday, fisherman Hamzah questioned the Indonesian stance on the attitude of the Australian fishery authorities who often arrested them when they fished around the Pulau Pasir island (ashmore reef) in the Timor sea.

In front of Kalla, Hamzah looked emotional and threatened to tear apart an EEZ map of the water area because he felt the government never paid attention to the fate of fishermen when their boats were set on fire by the Australian authorities on water violation allegations.

On the occasion, Kalla promised to pay attention to the problem of fishermen in the Rote Island, East Nusa Tenggara, who were often arrested by the Australian authorities.

Tonani said that Hamzah's protest reflected an effort by a fisherman to fight for the interest of a people's component in the country.

"Ironically however, none of the 13 East Nusa Tenggara's representatives in the House is fighting for the fate of the province's fishermen," he said. ***
