(2nd LD) S. Korea to lift ban on short selling of non-financial stocks
SEOUL -- South Korea's financial watchdog said Wednesday it will allow short
selling of non-financial stocks starting next month amid signs that global
financial instability is easing.
The Financial Services Commission (FSC) imposed the ban on short selling, or sale
of shares by borrowing them in anticipation of price falls, in October to keep
the trading practice from battering the local bourse amid global financial
turmoil.

(LEAd) Seoul stocks end up 0.52 pct on heavy foreign buying
SEOUL -- South Korean shares closed up 0.52 percent Wednesday as foreign
investors bought tech, banking and other large-cap shares on eased economic woes
and stabilizing financial markets, analysts said. The local currency inched down
against the U.S. dollar.
The benchmark Korea Composite Stock Price Index (KOSPI) rose 7.49 points to
1,435.7. Volume was heavy at 690.4 million shares worth 6.64 trillion won (US$5.3
billion), with gainers outpacing losers 419 to 380.

S. Korea sets up early warning system to counter new influenza outbreak
SEOUL -- South Korea has set up an early warning system to help health
authorities prevent an outbreak of the new type-A influenza, the government said
Wednesday.
The Ministry for Health, Welfare and Family Affairs said it has met with
representatives of the country's medical profession and regional educational
offices to detect any telltale signs of viral infections.

(LEAD) Amid calls for pullout, Kaesong park tests S. Korean diplomacy
SEOUL -- A senior ruling party lawmaker called for South Korea to pull out from a
joint industrial park on North Korean soil Wednesday, further complicating a
controversy over how to deal with the peninsula's last surviving symbol of
reconciliation.
The comment by Rep. Chung Mong-joon of the Grand National Party is likely to have
a major impact on public opinion. Chung's late father, Hyundai Group founder
Chung Ju-yung, first presented the idea for the venture when inter-Korean
exchanges were beginning to pick up in the late 1990s.

Asia's presence ever growing in int'l diplomacy: foreign minister
SEOUL -- South Korea's foreign minister on Wednesday highlighted Asia's
increasing significance in international diplomacy and said that Seoul seeks to
further strengthen ties with regional partners through means such as free trade
agreements.
"We must remember that Asia's significance and influence is ever growing within
the international community. Our diplomatic power in the international community
can be further bolstered by securing cooperation and support from Asian
countries," Foreign Minister Yu Myung-hwan said at a lecture at Kangwon National
University in Chuncheon, east of Seoul.

Opposition leader seeks impeachment of embattled Supreme Court justice
SEOUL -- The leader of South Korea's main opposition party said Wednesday he will
seek to impeach an embattled Supreme Court justice accused of intervening in
trials of anti-government activists.
Supreme Court justice Shin Young-chul was referred to the top court's ethics
committee for sending a series of e-mails last year to junior judges recommending
the trials be dealt with quickly.
