SEOUL -- South Korea on Tuesday declared full participation in the U.S.-led
campaign aimed at curbing the spread of the weapons of mass destruction and
related materials, a day after North Korea conducted its second nuclear test.
South Korea made the decision to join the Proliferation Security Initiative (PSI)
following the North's April 5 rocket launch, but it had delayed a formal
announcement in consideration of its efforts to resume dialogue with the
communist neighbor. Government officials said there was no reason to wait any
longer as North Korea carried out another nuclear experiment on Monday.

(3rd LD) Obama denounces N. Korea for nuke test, warns of consequences
WASHINGTON -- U.S. President Barack Obama denounced North Korea Monday for
conducting nuclear and missile tests, warning of consequences unless the North
abandons its weapons of mass destruction.
"North Korea's nuclear ballistic missile programs pose a great threat to the
peace and security of the world, and I strongly condemn their reckless action,"
Obama said in the Rose Garden at the White House before departing for Arlington
National Cemetery for Memorial Day.

(LEAD) Lee, Obama call for tough reaction to N. Korea, reaffirm alliance
SEOUL -- South Korean President Lee Myung-bak and his U.S. counterpart Barack
Obama agreed Tuesday to seek a stern, unified international reaction to North
Korea's latest nuclear test while the U.S. president said Washington will
continue to provide a strong nuclear deterrence for South Korea.
The agreement and Obama's remarks came in a brief telephone conversation between
the two leaders.

UNSC denounces N. Korea for conducting nuke test in violation of resolutions
NEW YORK -- The U.N. Security Council on Monday denounced North Korea for its
nuclear test earlier in the day, saying the test violated several security
council resolutions banning any further nuclear and ballistic missile tests by
North Korea.
Speaking to reporters after an emergency council session at the U.N. headquarters
here, Russia's U.N. ambassador, Vitaly Churkin, said council members "voiced
their strong opposition and condemnation of the nuclear test conducted on 25 May
2009 by North Korea, which constitutes a clear violation of (UN) Resolution
1718."

Seoul to keep monitoring financial markets after North's nuke test
SEOUL -- North Korea's latest nuclear test had a "limited" impact on South
Korea's financial sector but the Seoul government will keep bracing for possible
negative influence by closely monitoring market developments, financial and
economic policymakers said Tuesday.
On Monday, Pyongyang announced that it successfully conducted a second nuclear
test to beef up its nuclear deterrent in defiance of stern opposition by the
international community. North Korea conducted its first nuke test in October
2006.

Funeral for former President Roh to be held at Seoul's ancient palace
SEOUL -- The South Korean government confirmed Tuesday that the funeral of former
President Roh Moo-hyun will be held at Gyeongbok Palace in central Seoul after
his seven-day mourning period ends this week.
The funeral of Roh, who leapt to death Saturday at a mountainside rock in his
regional hometown, will be held Friday morning at the front yard of Seoul's
landmark ancient palace, open to the public, the home affairs ministry said.
