Japan calls on European countries to cooperate on N. Korea issues
TOKYO, June 10 Kyodo -
Japan called on the Organization for Security and Cooperation in Europe to
cooperate in addressing North Korean nuclear and missile concerns, as they
kicked off a two-day conference on Wednesday in Tokyo to discuss military
transparency and other issues.
Japan also noted the need for ''the international community to pay particular
attention'' to the increase in China's defense spending and the modernization
of its nuclear arms, in which ''it is lacking transparency,'' Foreign Minister
Hirofumi Nakasone said in a statement read out at the onset of the meeting.
''Japan also continues to urge North Korea to take concrete action conducive to
the comprehensive resolution of outstanding issues of concern, including the
abduction, nuclear and missile issues, obtaining the understanding and
cooperation of the OSCE participating states,'' Nakasone said in the statement.
Marc Perrin de Brichambaut, the OSCE's secretary general, meanwhile, said the
recent events involving North Korea are a ''witness to the potential
consequences of the lack of military transparency and confidence among
neighboring states.''
The third Japan-OSCE conference is attended by officials from OSCE members,
including the United States and Russia, as well as the group's Asian
cooperation partners, such as South Korea and Afghanistan.
OSCE is the world's largest regional security organization with 56 member
states, including European countries and the former Soviet republics. Japan is
one of the partner states for cooperation.
During the conference, participants hope to share knowledge and experience
between OSCE member states and its Asian partners to address common challenges,
focusing on the issue of enhancing confidence building through military
transparency, energy security, and civil society development.
The first and second Japan-OSCE conferences were held in 2000 and 2004 in Tokyo.
The OSCE is the successor to the Conference for Security and Cooperation, which
originated in the 1975 Helsinki Final Act signed to create political and
military detente in Europe.
Pyongyang conducted a nuclear test on May 25, its second since 2006. It also
said it will quit the six-party talks on the nuclear issue in protest against a
U.N. Security Council statement condemning its rocket launch in April.
