DPJ to submit no-confidence motion against Aso Cabinet on Mon.+
TOKYO, July 9 Kyodo -
The Democratic Party of Japan plans to submit to the Diet a censure motion
against Prime Minister Taro Aso and a no-confidence motion against his Cabinet
successively, probably on Monday, DPJ sources said Thursday.
The main opposition party aims to have the lower house dissolved at an early
time for a general election by building on the momentum it hopes to achieve in
Sunday's Tokyo metropolitan assembly election, in which it expects to see large
gains, the sources said.
By submitting the motions the party is also seeking to dodge attacks from the
ruling coalition of the Liberal Democratic Party and the New Komeito party on
DPJ leader Yukio Hatoyama, whose political fund management body made false
statements in its fund reports, according to the sources.
After holding votes on the no-confidence motion in the House of Representatives
and the nonbinding censure motion in the opposition-controlled House of
Councillors, the DPJ plans to boycott all Diet deliberations, the sources said.
While a censure motion is expected to pass the upper house, a no-confidence
motion is likely to be defeated in the lower house by a majority vote by the
ruling parties.
In order to pave the way for submitting the two motions, the DPJ is making
arrangements with the ruling parties to take a vote on a bill to revise the
Organ Transplant Law, which is currently under deliberation in the upper house,
on Monday, the sources said.
DPJ Acting President Naoto Kan told a news conference, ''We will determine the
direction of our actions based on the outcome of the Tokyo assembly election.
We will be able to make such a decision even if the Diet fails to reach a
conclusion on major bills.''
The major bills he referred to include one aimed at enabling inspections of
banned cargo to and from North Korea in response to a recent U.N. resolution
punishing the country for its May nuclear test.
Other opposition parties such as the Social Democratic Party and the People's
New Party have shown a positive stance on submitting such motions jointly with
the DPJ, while Japanese Communist Party leader Kazuo Shii said the party would
vote for the motions if they are submitted.
