4th People's Kurultai scheduled on December 22

Bishkek, Sept 23, 2025. /Kabar/. Kyrgyz President Sadyr Zhaparov signed a decree on holding the 4th People's Kurultai. The next kurultai is scheduled for December 22, 2025, in Bishkek.
The distribution of 700 delegate quotas, as well as the Provisional Regulations and the composition of the organizing committee for the kurultai, have been approved.
The procedure for electing delegates will be determined based on regulations developed and approved by the National Council.
The organizing committee must conduct the delegate elections in accordance with the constitutional Law "On the People's Kurultai," make decisions within the framework of the Provisional Regulations, and involve representatives of government agencies, local administrations, and experts.
Coordination of the elections and preparation for the kurultai will be ensured by:
the organizing committee and secretariat of the People's Kurultai,
the presidential plenipotentiary representatives in the regions,
local state administrations and local government bodies,
the Ministry of Foreign Affairs,
the Ministry of Labor, the Ministry of Culture,
the Assembly of the People of Kyrgyzstan.
The Ministry of Internal Affairs has been tasked to ensure public safety and security during the delegate elections.
The Department of Organizational Work of the Presidential Administration is responsible for overseeing implementation. This decree comes into force on the day of its official publication.
