ADB Supports Green Investment and Climate Resilience in the Kyrgyz Republic

On September 30, 2025, the Asian Development Bank (ADB) has approved a programmatic approach under the Advancing Green Investment and Resilient Economic Growth Program in the Kyrgyz Republic and its Subprogram 1 of the program for $50 million financing package. The initiative aims to accelerate the country’s transition to a low-carbon, climate-resilient economy while promoting inclusive and sustainable growth.

The program includes a $40 million concessional loan and a $10 million grant from ADB’s Special Funds resources. It will support policy reforms that strengthen climate-aligned governance, mobilize public and private climate finance, and enhance resilience to climate impacts.

“This program marks a significant step forward in the Kyrgyz Republic’s journey towards carbon neutrality and a more sustainable, inclusive economy,” said ADB Country Director in Kyrgyz Republic Zheng Wu. “It will help to strengthen policy coordination and institutional arrangements, catalyze green investments, improve the enabling environment for mobilizing public and private finance, and enhance preparedness to protect vulnerable communities from natural hazards and extreme climate events.”

Implemented from January 2024 to September 2025, Subprogram 1 lays the foundation for new regulations, sector programs, and institutional frameworks. It supported the Kyrgyz government’s Concept on Achieving Carbon Neutrality by 2050, the Green Economy Development Program until 2029, and the National Green Taxonomy, which defines eligible green projects and technologies. Another key reform under the program includes piloting and expanding green budget tagging to identify green public expenditures, improving climate statistics, adoption of amendments to securities laws to enable green and sustainable bond issuance. The program also supports the start of International Financial Reporting Standards (IFRS S1 and S2) for sustainability disclosures, and enhancing improving resilience to climate impacts through disaster risk financing, climate-resilient infrastructure standards, insurance schemes, and regional adaptation strategies and cross-border tourism development.

The program is aligned with the Kyrgyz Republic’s National Development Program until 2030 long-term commitments and cooperation to enhance public sector management, economic governance and public and financial sector efficiency and transparency. . The program is jointly led by ADB’s Public Sector Management and Governance Sector Office (SD3-PSMG) and Finance Sector Office (SD3-FIN), in close collaboration with the Ministry of Finance and other national agencies.

ADB will also provide technical assistance of $500,000 to support implementation and capacity building for Subprogram 2, which is scheduled from September 2025 to June 2027.
