Elections 2025: CEC approves the budget

Bishkek, Oct. 16, 2025 /Kabar/. On October 15, the Central Election Commission (CEC) discussed and adopted a resolution on approving the cost estimate for the Preparation and Conduct of Early Elections of Deputies of the Zhogorku Kenesh Scheduled for November 30, 2025.
According to the resolution, total cost estimate of 700 million soms was approved for the preparation and conduct of the early parliamentary elections.
The funds are distributed among the following areas:
Central Election Commission – 382,757,000 soms.
This amount includes centralized procurement necessary for the elections, technical equipment for polling stations, preparation of information materials, training and remuneration of commission members, travel expenses, and other organizational costs.
District Election Commissions (DECs) – 259,243,000 soms.
These funds are intended to pay remuneration to commission members and technical operators, as well as travel and transportation costs.
According to the letter from the Ministry of Foreign Affairs, the total expenditure 58 million soms will be used to ensure the electoral rights of Kyrgyz citizens located outside the country during the election period.
The expenditure is calculated based on the following key indicators:
Number of district election commissions – 30, total number of members – 450;
Number of precinct election commissions is 2,622 (including 100 at foreign institutions and 30 additional commissions), total number of members is 25,720 (including 5,000 members who operate automated vote counting systems and 5,000 members who operate voter identification systems);
Externally hired citizen identification operators during elections and referendums will be 2,500 and 600 technical support operators.
