Thai PM proposes '3Rs' strategy at ASEAN-Russia Summit to tackle global challenges

KAZAN, RUSSIA, June 19 (TNA) - Thai Prime Minister Anutin Charnvirakul on June 18 proposed a "3Rs" framework—Regionalism, Resilience, and Relevance—at the special ASEAN-Russia Summit, aiming to guide future cooperation and address global security and economic challenges.
The plenary session, co-chaired by Russian President Vladimir Putin and Philippine President Ferdinand Marcos Jr., marked the 35th anniversary of ASEAN-Russia relations.
During the meeting, Anutin expressed gratitude for the warm welcome and acknowledged condolences from world leaders regarding the passing of Princess Bajrakitiyabha Narentiradebyavati.
Addressing global instability, including conflicts in the Middle East, Anutin noted that regional crises rapidly impact global trade, energy, and food security. He emphasized that regional security relies on dialogue and trust, stating that the ASEAN-Russia partnership should help promote peace and security by maintaining dialogue, fostering mutual trust, and driving concrete cooperation on areas of mutual interest.
The Prime Minister’s "3Rs" proposal focuses on three key areas:
Regionalism: Strengthening ASEAN centrality as the foundation of the partnership to maintain regional peace and stability amid a shifting global landscape.
Resilience: Enhancing joint capabilities to anticipate and manage cross-border risks, particularly in food and energy security. As a major agricultural exporter, Thailand noted potential to expand cooperation with Russia in fertilizer supply chains, agricultural innovation, and future energy technologies.
Relevance: Aligning cooperation with public needs by addressing modern threats such as online scams, cybercrime, and transnational criminal networks, while expanding collaboration on digital transition, AI, and human resource development.
Following the summit, leaders adopted and acknowledged four outcome documents: the Kazan Declaration of 2026, the Joint Statement on Energy Cooperation, the Joint Statement on Cultural Cooperation, and the Comprehensive Plan of Action to Implement the ASEAN-Russia Strategic Partnership (2026–2030). 819 (TNA)
