Kyrgyzstan creates consortium of institutions to support SMEs

Bishkek, Feb. 2, 2026 /Kabar/. President of Kyrgyzstan Sadyr Zhaparov has signed a Decree “On the Establishment of a Consortium of Institutions Supporting Small and Medium-Sized Enterprises in the Kyrgyz Republic.”
The Decree aims to consolidate the efforts of government bodies, financial institutions, educational organizations, and international partners, as well as to increase the effectiveness and transparency of state policy in supporting entrepreneurship.
Under the Decree, a consortium of institutions supporting small and medium-sized enterprises (SMEs) has been established, and its Regulation has been approved. The Ministry of Economy and Commerce of the Kyrgyz Republic has been designated as the secretariat of the consortium.
The founders’ council of the consortium will define the main directions and priorities for SME development in the country. Its decisions in the field of SME support will be binding for consortium members and state bodies. Government agencies are also required to assist the Ministry of Economy and Commerce and ensure priority cooperation in relevant areas.
The Ministry of Economy and Commerce is assigned with coordinating the activities of consortium participants, monitoring the implementation of its decisions, and taking the necessary measures arising from the Decree.
The Cabinet of Ministers of the Kyrgyz Republic has been instructed to approve, by the beginning of the second quarter of 2026, a Program for the Support and Development of Small and Medium-Sized Enterprises in the Kyrgyz Republic till 2030. The program is expected to provide for the comprehensive development of all areas of entrepreneurship, including support for youth and women’s entrepreneurship, promotion of social and regional entrepreneurship, development of cluster initiatives, and advancement of the creative economy.
