Cabinet head inspects implementation of solar energy projects in Issyk-Kul

Bishkek, Feb. 20, 2026. /Kabar/. February 20, Adylbek Kasymaliev, Chairman of the Cabinet of Ministers visited Issyk-Kul region, where he inspected the progress of several significant renewable energy projects, the Cabinet of Ministers press service reported.

Adylbek Kasymaliev visited Toru-Aygyr village of Issyk-Kul district, where he inspected the solar power plant construction project being implemented by Bishkek Solar LLC. Using specially prepared displays, Adylbek Kasymaliev learned in detail about the construction stages and the project's prospects. According to Bishkek Solar representatives, the solar power plant has an increased capacity. Construction is 80% complete. The project was initially scheduled for completion in 36 months, but due to its high operational efficiency, the completion date has been reduced to 24 months.

The planned annual output will be 600 million kWh. Investment in this project will reach US$280 million by February 2027. Commissioning of the first phase, with a capacity of 100 MW, is scheduled for August 2026, with subsequent phases scheduled for August 2027.

Next, Adylbek Kasymaliev toured the project, which is being implemented by the Vietnamese company Rox Energy Global in Kyzyl-Oruk village in Issyk-Kul district.

Construction of Issyk-Kul-1 solar power plant began in September 2025. This large-scale project envisions a total capacity of 1,900 MW and a total investment of US$1.4 billion. The plant is expected to generate 3.6 billion kWh of clean electricity annually. The project is being built in stages, comprising a first phase with a capacity of 150 MW, a second phase with a capacity of 450 MW, and a third phase with a capacity of 1,300 MW. Completion of the entire Ysyk-Kol-1 solar power plant complex is scheduled for 2028.

During the visit, Kasymaliev praised the investor activity and the pace of project implementation.

"It's a joy to see such rapid project implementation in such a short timeframe. This is a shining example of effective cooperation between investors and the state. The Cabinet of Ministers is ready to provide all the necessary conditions and comprehensive support for investors willing to invest in the country's economy, whether in energy, infrastructure, or agriculture," concluded Adylbek Kasymaliev.
