Thailand Launches 'Bangkok Blueprint' at IMF-World Bank Meetings to Fight Financial Fraud

BANGKOK, Oct 14 (TNA) — Thailand unveiled the "Bangkok Blueprint for Fraud-Resilient Financial Services" on Wednesday at the 2026 IMF–World Bank Group Annual Meetings, establishing 12 core principles to combat cyber threats and cross-border financial scams.

Speaking at the launch event at the Queen Sirikit National Convention Center, Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas emphasized the need for multilateral cooperation to address global financial fraud, which accounts for an estimated $1 trillion in losses annually, or roughly 3% of global gross domestic product.

"Financial fraud and scams operate across borders—victims reside in one country, perpetrators in another, and funds are routed through a third," Ekniti said, noting that isolated national efforts are insufficient.

The initiative centers on three key framework pillars: adopting a systemic approach to determine provider accountability and victim recovery, fostering international cross-border cooperation, and creating an adaptable blueprint that accounts for varying legal structures across jurisdictions.

Bank of Thailand (BOT) Governor Vitai Ratanakorn stated that the benefit is that it is a paper produced by the World Bank and the IMF, with assistance from the Bank of Thailand. As such, it will serve as a reference for many years to come. For instance, instead of starting from scratch when facing this issue, countries can apply the 12 principles outlined in the Bangkok Blueprint to fit their national context and establish systems to guard against fraud scams.

IMF Managing Director Kristalina Georgieva praised the initiative during a panel discussion, describing the Bangkok Blueprint as a key legacy of the 2026 annual meetings. She highlighted that its ultimate measure of success would be a tangible drop in financial cybercrime in the coming years as countries implement the standards. -819 (TNA)
