KSrelief Supervisor General: Humanitarian Access and Blended Finance Essential for Recovery in Fragile Markets

Riyadh, November 06, 2026, SPA -- Advisor to the Royal Court and Supervisor General of the King Salman Humanitarian Aid and Relief Center (KSrelief) Dr. Abdullah Al Rabeeah participated virtually today in a panel discussion on ambition for fragile and frontier markets, organized as part of the World Economic Forum in Brussels, Belgium.
Dr. Al Rabeeah stated that the Kingdom of Saudi Arabia has delivered humanitarian assistance exceeding $145 billion to 175 countries globally. Within this framework, KSrelief has executed more than 4,000 relief projects across 113 nations, with an aggregate value surpassing $8.5 billion.
He emphasized the need to reshape global perspectives on fragile and frontier markets, moving beyond treating them solely as areas of ongoing dependency toward viewing them as viable environments capable of driving locally led economic growth and long-term resilience.
Dr. Al Rabeeah outlined three core strategic priorities to achieve this transition. First, ensuring safe, sustained, and unimpeded humanitarian access while upholding international humanitarian law and protecting relief workers, noting that viable economic activity and sustained recovery cannot be established without secure access.
Second, adopting a principled, risk-sensitive approach to localizing relief efforts, ensuring that localization models empower local actors without increasing vulnerability or imposing additional burdens on recipient communities.
Third, deploying catalytic and multi-sectoral financing to bridge widening funding gaps, highlighting that grants alone cannot meet mounting needs and urging the integration of blended finance, public-private risk-sharing mechanisms, and private capital to stimulate investment in high-risk frontier markets.
Dr. Al Rabeeah concluded by underscoring the urgency of coordinating international initiatives to move from emergency relief toward lasting recovery, transforming fragile frontier markets into self-sustaining economies that preserve human dignity.
