GOVT TAKING RISK WITH NKRA AND NKPI
PUTRAJAYA, Aug 11 (Bernama) -- The government is taking a risk by
implementing the National Key Result Areas (NKRAs) and National Key Performance
Indicators (NKPIs) because it openly and transparently displays the government's
achievements for assessment by the people, Najib Razak said Tuesday.
The prime minister said this was the first time that a country was making a
paradigm shift by implementing the NKPIs on a large scale although it was not
new in the corporate world.
"I realise the risk. It means that we treat the government's achievements as
something very transparent, open. Accountability becomes the primary principle
and this will be assessed by the people when the time comes.
"Although it is a big risk, I have given an undertaking that I and my
colleagues in the administration will shoulder this trust with full commitment
and determination," he said at the Finance Ministry's monthly gathering at its
headquarters here Tuesday.
Najib, who is also finance minister, said that he and the other members of
the administration would not run away from the trust vested in them by the
people and would strive to discharge all their responsibilities to the best of
their ability.
In this context, he said, he believed that all the civil servants would feel
this responsibility as a mandate to be jointly shouldered as part of a large
family under the "1Malaysia: People First, Performance Now" concept.
"Hopefully, our integrated effort and our spirit within a large family will
meet the people's expectations," he said.
Earlier, he said the fiscal stimulus packages implemented by Malaysia and
other countries had been fruitful as a united input to stop the world economy
from spiralling into a depression.
"It cannot be denied that it is similar to the first World Depression,
especially in terms of decrease in industrial output and shrinking of the
economy, but the impact is not that great because of the actions taken by nearly
all the countries to implement their respectively fiscal stimulus plans," he
said.
Elaborating, he said it was important to ensure the full success of the
fiscal stimulus.
"Cooperation among all the divisions in the ministry is very important. If
there is a division that is not responsive, it will delay the various prgrammes
under the fiscal stimulus package," he said.
At the gathering Najib also announced the award of the Quality Environment
Certificate to the Malaysian Treasury by the Malaysian Productivity Corporation.
It was the biggest government department to be receive the certification.
