Non-governmental organizations prepare for 4th Civil forum

Almaty, August 18, 2009 (Khabar) - Non-governmental organizations (NGO) prepare for 4th Civil forum. It will be held in two months and during this period NGO plan to elaborate plan of dialogue ground and discuss problems and systematize their suggestions and initiatives. They now hold sittings of public council. Currently civil society is at the second stage of development, the tasks of the first stage, to unite and develop ties with power and business, are already realized. The second stage is raise of work quality. The representatives of NGO say it is necessary to improve legislative base to advance further. One of the suggestions is to develop mechanism of public monitoring, for example to help state structures to control quality of realization of “Road Map”. Aigul Solovyova, Majilis deputy and president of Civil Alliance of Kazakhstan says they will ask people if “Road Map” helped them and improved their life.
Svetlana Savchenko, president of National League of Consumers suggests to change the Law on state procurements and reduce taxes for NGO. This year the state treasure allocated over one billion tenge for social order and NGO launched more than 200 projects.

- It is very important for us to use openly and transparently money that is allocated for non-commercial sector. They must declare in an obligatory way when they begin project, they should hold press conferences, briefings and not only state but also society must control NGO.

Last year, during the forum Tax and Budget Codes were changed and officials began reporting about conception of development of civil society, signed many memorandums on cooperation with ministries, regional departments and businessmen. Representatives of NGO are sure the results of coming forum will also be effective.
