Ship with N. Korean arms bound for Iran seized: diplomat

NEW YORK, Aug. 28 Kyodo -
The United Arab Emirates seized in late July a Panamanian-registered cargo ship
bound for Iran carrying ten containers of North Korean materials in violation
of a U.N. embargo, a U.N. Security Council diplomat told Kyodo News Friday.
This is the first time that what appears to be an attempt by North Korea to
ship weapons has come to light since the U.N. Security Council adopted a
resolution in June to impose an embargo and other measures against the North.
The diplomat hailed the seizure as an important achievement that shows the U.N.
sanctions are functioning.
The Financial Times reported earlier the same day that the UAE has seized a
ship secretly carrying embargoed North Korean arms to Iran, quoting diplomats
in New York.
The Security Council diplomat told Kyodo News UAE officials seized the cargo
ship July 22 after they inspected it at a port in their country and found in
the shipments weapons banned under the embargo.
The UAE notified a U.N. sanctions committee -- which is responsible for vetting
the implementation of measures, including an arms embargo, imposed on North
Korea under Security Council resolution 1874 -- about the ship on Aug. 14
This week, two separate letters were sent out by the sanctions committee to
Iran and North Korea asking for explanations of the cargo. The letter
stipulates that each country will have 15 days to respond with their
explanation for the North Korean materials aboard the ship. Neither country has
responded to date.
In October 2006, the Security Council adopted Resolution 1718 that has imposed
measures such as an embargo on shipments of nuclear materials to North Korea
following Pyongyang's first detonation of a nuclear device.
Following the North's second nuclear test in May, the Security Council adopted
Resolution 1874 in June to impose a broad range of additional financial, trade
and other sanctions on North Korea.
Among the measures is the stricter enforcement of inspections of North Korean
cargo by calling on U.N. member states to seize its ships on the high seas if
they are suspected of carrying missile or nuclear items.
The Financial Times said the vessel was still being held in the UAE, where
authorities are understood to have found various forms of basic weaponry,
including rocket-propelled grenades, labeled as machine parts. It remains
unknown whether the weaponry included nuclear materials.
