New direction of development of Kazakhstani science
Astana, September 05 2009, Khabar – At a meeting in the Ak Orda, which was devoted to one of the most difficult and, at the same time strategically important areas of the economy, Nursultan Nazarbayev asked for the eradication of bureaucratic acrimony in the area of scientific research and development, improvement in the financial conditions of local scientists and the construction of a world-class university in Astana. Unique preparation was elaborated in Karaganda region and it was acknowledged in the whole world as an effective medicine against fighting cancer diseases. The pill made of usual wormwood had saved thousands of people. On experimental fields of Petropavlovsk the new technology of moisture saving allowed to increase grain yield almost twice. Astana implements special method of treatment of grave diseases and medical men learnt to renew cells of human organism. All these are elaborations of Kazakhstani scientists that bring use to our society. And the number of such examples increases every year. According to the last report of the World Economic Forum, Kazakhstan increased its positions by 14 places in terms of the ability to investments indicator and by 15 positions in terms of the availability of scientists and engineers. However, Nursultan Nazarbayev noted that Kazakhstan still doesn’t have a distinct system of support for boosting and bringing scientific works to final conclusions.

- Our goal is to give new impulse to the development of science and settle right direction and make Kazakhstani business to cooperate closely with science.
The deputy prime minister of the country reported on the results of the analysis of Kazakhstan’s scientific system, which was conducted by the government. Yerbol Orynbayev noted that in Kazakhstan, science still does not have a connection with real life.

- Higher educational institutions don’t take an active part and private sector is also not actively included into innovational activity.
One of the most crucial issues of local science is bureaucracy. Scientists are spending years in order to receive permission for their research. Also, particular attention was paid to financial conditions. Talented young people do not want to be involved with science because of the low salary. Business is one of main motive force of scientific researches in most countries with developed science. Every year the enterprises spend millions of dollars for new elaborations while Kazakhstani companies just import foreign technologies. In USA, all famous labs function on the basis of Universities and they are scientific and practical ground for researches and training of new staff.

- Nowadays we have real possibilities to turn several Universities into research institutes that are suppliers of highly qualified elite abroad. This year 40 winners of “Bolashak” program graduated from the best Universities of the world and came to work in labs of our University.
Nursultan Nazarbayev heard reports from all the participants of the meeting and then presented his vision of Kazakhstan’s science. He asked improvements in the research and technology commission, which should become a strategic body, defining main directions of local science development. Then, attendees of the meeting were talking about the creation of scientific councils, which will be responsible for the financing side of the research. Also, the president paid particular attention to priorities of scientific development work. The president asked for the inclusion of all procedures, connected with the competition for the conducting of scientific research into the law on state purchases. The President’s suggestions will be included into a new law on science, the development of which is currently underway. Scientists hope that this law will help them. Additionally, the president talked about a new university. The head of state asked for the creation of a world-class university in Astana, which will correspond to the best international standards and become a true brand of Kazakhstan. In particular, it is planned to attract teachers from abroad and create a new educational programme.

The new University must answer the best international standards and become the real brand of Kazakhstan. It is necessary to attract foreign teachers and form qualitative new educational program.
