Custodian of the Two Holy Mosques chairs Cabinet's session

Jeddah, September 07, SPA -- The Custodian of the Two Holy Mosques
King Abdullah bin Abdulaziz Al Saud chaired the weekly session of the
Cabinet held at Alsalam palace in Jeddah this evening.

At the outset of the meeting, the Custodian of the Two Holy Mosques
briefed the cabinet on the overall talks, consultations and contacts
he made over the last few days with a number of leaders or their
envoys on bilateral relations and developments of the situations in
the region and the world. They included two telephone calls he
received from President Mohammed Hosni Mubarak of Egypt and President
Ali Abdullah Saleh of Yemen, the audience he had with Sheikh Hamad
bin Jassem bin Jabr Al Thani, Premier and Foreign Minister of Qatar,
the talks he held with President Mahmoud Abbas, Chairman of the
Executive Committee of the Palestine Liberation Organization and
President of the Palestinian National Authority, which dealt with the
developments of the Palestinian issue and the future of the peace
process in the region, and his reception of Sheikh Salman bin Hamad
Al Khalifa, Crown Prince and Deputy Commander-in-chief of The Kingdom
of Bahrain.

In a statement to the Saudi Press Agency following the meeting, Dr.
Abdulaziz bin Mohieddin Khoja, the Minister of Culture and
Information, said that the Cabinet reiterated the firm positions of
the Kingdom in support of the Palestinian people to establish their
independent state that guarantees the unity of the Palestinian
people.

The Minister said the Cabinet then reviewed a report on the
developments of situations regionally and internationally,
reiterating the Kingdom's firm positions towards them. In this
regard, the Cabinet lauded the contents of the final statement issued
by the GCC Ministerial Council's 112th meeting held in Jeddah last
Tuesday, which reflected the positions of the GCC member states
towards different issues and incidents, the outcome of the 84th
session of the Arab Economic and Social Council held in Cairo last
Thursday, the resolutions of the Finance Ministers and Governors of
Central Banks of the Industrialized and Developed Countries of the
G-20 held in London last Saturday.

On the domestic front, the Minister of Culture and Information said
the Cabinet congratulated the Custodian of the Two Holy Mosques on
the formal opening of King Abdullah University for Sciences and
Technology with 400 students from Saudi Arabia and abroad admitted to
the university's first class. The university will officially be
opened on September 23, 2009 coinciding with the 79th anniversary of
the Kingdom's National Day.

The Minister pointed out that the Cabinet expressed satisfaction over
a report issued by the Ministry of Health, showing that 89 percent of
those contracted the H1N1-A in the Kingdom have recovered, thanks to
the follow-up of the health situation and to the epidemic control.

The Cabinet praised the honor Prince Mohammed bin Naif bin Abdulaziz,
Assistant Minister of Interior for Security Affairs, has won from the
Custodian of the Two Holy Mosques, considering decorating him with
King Abdulaziz Sash of Class One a crown on the heads of all security
men in their different security sectors in the Kingdom and an
incentive for better output.

The Minister noted that the Cabinet reviewed a number of topics on
its agenda and issued the following decisions:

Having reviewed the minutes of the Ministerial Committee for
Administrative Organization as regards studying the regulation of the
Saudi Red Crescent Authority, the Cabinet approved a number of
measures as follows:

First: Maintaining the status of the Saudi Red Crescent Authority
(SRCA) as a government body that is linked to the Premier, provided
that SRCA be granted the necessary administrative and financial
independence when preparing its draft regulation.

Second: SRCA shall have a minister-ranked president appointed by a
royal decree.

Third: The formation of SRCA Board of Directors shall be as follows:

1- SRCA President as Chairman.
2- SRCA Vice-President as a Member.
3- Representative of the Ministry of Health as a Member.
4- Representative of the Ministry of Social Affairs as a Member.
5- Representative of the Directorate General of Civil Defense as a
Member.
6- Representative of the Human Rights Commission as a Member.
7- Seven members shall be appointed by a decision of the Cabinet,
based on the nomination by the Chairman of the Board of Directors of
SRCA, for a three-year term renewable for one time.


The Cabinet approved the accession of the Kingdom of Saudi Arabia to
(Protocol V: Explosive Remnants of War) of the United Nations
Convention on Prohibitions or Restrictions on the Use of Certain
Conventional Weapons Which May Be Deemed to Be Excessively Injurious
or to Have Indiscriminate Effects.

The Cabinet authorized the Minister of Labor, the Chairman of the
Board of Directors for Technical and Vocational Training Corporation
(or his deputy) to discuss with the Malaysian side and sign a draft
executive program for cooperation in the field of technical and
vocational training between the Technical and Vocational Training
Corporation of the Kingdom of Saudi Arabia and the Ministry of
Education of the Kingdom of the Federation of Malaysia.

The Cabinet approved allowing any licensed bank in the Kingdom of
Saudi Arabia to establish a one-person company wholly owned by the
bank. This is an exemption from the provisions of certain articles of
the Corporate System issued by Royal Decree No. (M/6) dated
22/03/1385 H., without prejudice to the provisions of the Banking
Control Law issued by Royal Decree No. (M/5) dated 22/02/1386 H.
However, such a company shall be a limited liability company or
closed joint stock company. The activity of the company shall be
within the Bank's activities authorized by a decision of the Minister
of Commerce and Industry with the consent of the Saudi Arabian
Monetary Agency.

The Cabinet approved the strategy of health care in the Kingdom of
Saudi Arabia.
The Cabinet approved the appointment of Abdulaziz bin Abdullah bin
Abdulaziz Abu Abat as Ambassador at the Ministry of Foreign Affairs;
Ghurm bin Saeed bin Ghurm Malhan as Minister Plenipotentiary at the
Ministry of Foreign Affairs; Hisham bin Abdulwahab bin Abdullah
Zara'h as Minister Plenipotentiary at the Ministry of Foreign
Affairs; Saud bin Saad bin Khalaf Al-Thubaiti as Minister
Plenipotentiary at the Ministry of Foreign Affairs; Abdulkarim bin
Saeed bin Abdullah Al-Juhani as Minister Plenipotentiary at the
Ministry of Foreign Affairs; and Abdullah bin Mohammed bin Jamal
Marghalani as Director General of the Ministry's Branch in Jeddah
Province at the Ministry of Hajj.
