Memorandum on cooperation between Nur Otan and Union of attorneys of Kazakhstan
Astana, September 15, 2009 (Khabar) - In Astana, Darkhan Kaletayev, first deputy chairman of “Nur Otan” party and Anuar Tugel, president of Union of attorneys of Kazakhstan signed Memorandum on cooperation.
The agreement will allow conducting consultations for population. Consultative and methodical center will be founded in public complaints departments of “Nur Otan” party and attorneys together with party members will consult people. Darkhan Kaletayev says people mainly address on judicial issues and it is necessary to present them qualified explanation of specialists. He has also answered on question of journalists if party considers adoption of Constitutional Law “About leader of nation” to be necessary.

- Yes, issue of giving status of lifelong presidency is recently widely discussed in our society and in general we support this issue. He really began working from lower posts but I would like to discuss this issue in details. Nursultan Abishevich Nazarbayev is not only functioning head of the state, not only the President of our country, he is a real leader of our people and I think this issue mustn’t be restricted just with issue of his lifelong presidency but it should be discussed in expanded way. We have the Law “About First President” that was adopted in 2000 and we have a legislative basis for further discussing of this issue. I think it could be suggested to adopt the Constitutional Law “About leader of nation” on the basis of Law “About First President” with detailed discussing of all authorities of functioning President and probably with changing of acting Constitution. I think discussion should be in such wider format.
