In her petition, Nalini contended that the Governor had
allowed her clemency petition and the state government, by an
April 24, 2000 order, had commuted the death penalty to life
imprisonment.

Nalini was restored 'A' class facility in prison on
September 3 by Additional Special Judge court for Tada Cases,
a facility which she enjoyed till the end of January 1998.

In her petition seeking restoration of the facility she
said based on her educational qualification (MA), she enjoyed
'A' class facility from January, 1992 till Jan 28, 1998 the
day the TADA court had pronounced its verdict in the case.

Nalini said that in addition to her MA degree, she had
also done MCA and a few certificate courses through the Indira
Gandhi National Open University.

To a question, Panneerselvam said IGNOU is in talks with
the Tamil Nadu Government to set up a permanent study centre
in the Puzhal, Cuddalore and Palayankotai jail complexes.

"Currently, we have study centres in Coimbatore, Salem,
Madurai and Tiruchirapalli prison complexes," he added.

Paneerselvam also said IGNOU was not charging fees for
inmates registering for a course with the institute. "We are
encouraging them to take up many of our courses," he said. PTI
