Sitting of Coordinating Council of law enforcement structures

Astana, October 01, 2009, Khabar – The Coordinating Council has discussed issues of interaction of enforcement structures with environmental departments in General Prosecutor’s office. First of all it is necessary to coordinate the work and improve legislation in environmental sphere in order to fight effectively against ecological crimes. Environmental crimes are committed more sophisticated, organized with using of latest technological innovations. Thousands of hectares of forests are illegally cut, tons of fish caught by poachers, pollution of water, soil and atmosphere. Meanwhile, law enforcement bodies and nature preserving agencies work in non-coordinated way. MPs, representatives of the Presidential Administration, heads of law enforcement agencies and regions have discussed how to work together. There are no general programs to combat ecological crimes, bodies lack qualified personnel, some norms of the law are imperfect in this sphere. During the meeting special attention was paid to the situation in the Ural-Caspian basin, where the poachers inflict enormous damage to the environment and budget.

Nurdaulet Suindikov, official spokesman of General Prosecutor’s office of RK:
- Analysis of the crime situation in this water basin reflects reservation of a large number of facts of illegal fishing. Over the past 3 years, only the border guards detained more than 800 poachers, confiscated almost 300 boats, hundreds of kilometers of networks, several tons of caviar and dozens tons of sturgeons.

“Forest”, “fish” and “caviar” illegal business thrived because the order of import and export of fish from Kazakhstan often is not observed. Marking of caviar products and the navigation of vessels are not regulated, says spokesman for the General Prosecutor’s office. Members of the Coordinating Council have decided to develop a set of measures to enhance the fighting against poachers.

Nurdaulet Suindikov, official spokesman of General Prosecutor’s office of RK:
- The participants of the meeting have expressed the desirability to improve interaction of law enforcement agencies in combating offenses at the Kazakh-Kyrgyz and Kazakh-Uzbek borders, especially to combat smuggling, drug trafficking and illegal migration, quality of joint actions, as well as improving the material and technical equipment of border crossing points.

Another measure in fighting against environmental criminals is tightening of legislation. It is necessary to strengthen administrative and criminal liability for ecological violations, increase the amount of fines. The members of the Coordinating Council intend to pass these proposals to the government.
