Almaty, October 05, 2009, Khabar - “Adult only” restrictions are not the only enforcements which may be introduced from next year in Kazakhstan. All films will also be dubbed into Kazakh. Senators and representatives of the film industry discussed all the advantages and disadvantages of the new bill in Almaty.
Askar Buribayev, deputy minister for culture and information of Kazakhstan:
- The positive changes are obvious. The number of cinemas is growing along with the box office. The number of people who visit cinemas is growing from year to year and the share of those who watch Kazakh films is increasing as well.
However, 70% of box office receipts are being collected by American and European blockbusters, a quarter goes to Russian motion pictures and Kazakh films share the remaining part. For example, there were more than 260 films in Kazakh film distribution last year and only 8 out of them were of local production
Yermek Amanshayev, president of “Kazakhfilm” JSC:
- It is necessary to make multi-genre motion pictures and increase the number of films so that viewers have a choice. There should be adequate legislation to attract investments.
The amendments under discussion were directed specifically at the development of national cinematography. In particular, the age limit for watching films, the introduction of distribution certificates and many other things are being provided for in the document. An article on film dubbing into the state language has been initiated as well.
