Nicolas Sarkozy in Kazakhstan

Astana, October 06, 2009, Khabar - Nursultan Nazarbayev has welcomed French President Nicolas Sarkozy to his Ak Orda residency in Astana. After the talks, the two presidents stated that they had reached a real breakthrough in the development of bilateral ties. In particular, they signed as many as 24 new agreements as part of the French president’s visit to Astana. France is now in 6th place regarding the volume of cooperation among Kazakhstan’s foreign partners. In 2008, the trade turnover between the two states exceeded 6 billion US dollars. Over the past 5 years, this index has grown 10 times. France has invested over 5 billion US dollars in Kazakhstan. Now, France is also expected to take part in the construction of a new oil pipe line stretching from Kazakhstan to Europe. The two republics also took the decision to create some joint enterprises to be dealing in the production of satellites, drugs and military equipment. The treaty in terms of nuclear power is also in the focus as a fuel assembly plant is set to be built in Kazakhstan. The total worth of investment into the project which was approved by Nursultan Nazarbayev and Nicolas Sarkozy is over 6 billion US dollars.

- It is a real breakthrough in the relations between Kazakhstan and France.

Nicolas Sarkozy, President of France:
- I am glad to be in Kazakhstan. I was amazed by Astana. It is hard to believe that 8 years ago there was steppe here. I was convinced that Kazakhstan is a political and economic centre of whole region. Your republic is the main strategic partner of France in the Central Asia.

The negations between Nursultan Nazarbayev and Nicolas Sarkozy were unusual as the two leaders would go beyond the protocol and joked a lot. The two presidents also agreed to form a special commission Nazarbayev-Sarkozy which will be meeting annually to check the fulfillment of the instructions assigned by the two leaders.
Nicolas Sarkozy, President of France:
- Kazahstan is an irreplaceable strategic partner for France. This is a giant country that has a huge potential. You have active economic growth, stability and ethnic consent in your republic. These factors are very uncommon for this region.

As for Kazakhstan’s forth-coming president in the OSCE, Nicolas Sarkozy told the journalists why France was among the first countries to support Kazakhstan’s bid.

Nicolas Sarkozy, President of France:
- Kazakhstan did not exist as an independent country until 1991. At that time, there was a big red stain called the Soviet Union. Kazakhstan did not have a good role then. After the break-up of the Soviet Union, Kazakhstan had to create a brand new country and chose a peaceful way to follow. The country had a huge nuclear arsenal but it was the only country to have voluntarily refused from it. Kazakhstan also provided inter-ethnic and inter-religious accord. Kazakhstan became widely known around the world and it is now developing its economy. This is why France supported Kazakhstan’s OSCE Presidency bid. I think it is the right choice. I would also like to underline that I have come here to support Kazakhstan as the future OSCE President. My trip is not a tour around the region but it is a special visit to your Republic. I am convinced that there will be important events here which will become the defining factors for the issues of stability in the new century.

Also Sarkozy has noted that he supports the idea of Nazarbayev about the enrollment of OSCE conference in Kazakhstan next year. French president said that he would definitely visit this forum. Today Kazakhstan as a future OSCE leader is in the focus of the whole of Europe which is connected with the republic’s political and economic development.

Nursultan Nazarbayev, President of Kazakhstan:
- We believe that we are going in the right direction. Any kind of revolution for our multi-national countries will threaten the future. Our main aim is to preserve and strengthen our independence, improve our economy, people’s welfare and get closer to the civilized world taking all the values of democracy and freedom which exist in the west.

The two presidents also agreed on the development of a large-scale and multi-sided cooperation between Kazakhstan and France. It will not be limited with economic and political issues as culture and art contact are also in focus. Nicolas Sarkozy came to Kazakhstan accompanied with a large delegation of French businessmen who arranged a business forum in Astana. The event was also attended by the two presidents. Speaking to the business people, Nursultan Nazarbayev asked them to invest into the industrial boost of Kazakhstan.

- French President’s visit to Kazakhstan is a sign that we see the great economical potential of the country.

- We want to build the partnership with Kazakhstan, not just buying and selling operations. That is the partnership where we realize different projects together.

- This country is very perspective for France because your President wants to develop the economics not only in oil and gas sector, but the new technologies as well.

Jean-Jacques Royan, director of French association of oil and gas sector:
- I would like to say that today’s relationship between Kazakhstan and France are on very high level and they continue to develop from day to day. It shows that both our presidents make their work well. Despite of global crisis we sign new contracts and agreements. I think that is the real example how to work for everyone.

For a large contribution to the bilateral relations, Nursultan Nazarbayev decorated Nicolas Sarkozy with the Altyn Kyran order. Moreover, Kazakhstan’s president also presented his French counterpart with a collection of Kazakhstan’s post stamps which he had been colleting for 18 years. At the end of the official part of the meeting, the two presidents had a tour of Astana.
