Governmental session on energy development issues
Astana, October 08, 2009 (Khabar) - Issues of the development of energy sector have been scrutinized at a governmental session. It was decided to adopt additional measures for the support of entrepreneurship in the processing industry. This sector receives a total of 80.5 billion tenge. Oil extraction is expected to reach the level of 75 million tons this year. Commissioning several export routes for Kazakhstani oil is expected to take place in the short term and at least one nuclear power plant will be put into service as part of strategic plans. The minister of energy Sauat Mynbayev suggested permitting the export of diesel fuel. According to him, prices outside Kazakhstan grew in the second quarter and now the difference in external markets of Russia and Kazakhstan is amounting to 40%. Kazakhstani producers of gasoline and kerosene are intending to export their output to external markets. Mr. Mynbayev noted that it is possible to settle the issue of diesel fuel as there are sufficient volumes of it at the moment and therefore, he offered not to run behind Russian prices. Apart from that, the minister suggested raising prices of fuels and lubricants.
A resolution which is related to refinancing loans of enterprises of the processing sector, crediting leasing of business subjects and investment projects of the given area was approved at the session. It is suggested directing 80.5 billion tenge at the support of the processing sector of the economy.
Serik Akhmetov, deputy prime minister of Kazakhstan:
- This decision of the government also solves an issue of subsidizing the interest rate indirectly. So, we are considering the effective interest rate for the end loan-subscriber which amounts to about 8% for the first time.
Karim Massimov, prime minister of Kazakhstan:
- We could not even dream of such a rate before the crisis period and I don’t know if there is a country in the developing markets which are doing the same thing now. This is all feasible thanks to the fact that the head of state showed determination and set specific tasks. There are necessary resources and the entire program is aimed at it.
Next year, 3000 jobs will be retained due to the addressed measures in the processing industry and 3.5 thousand more will be created additionally.
