Rational distribution of budgetary funds

Shymkent, October 12, 2009 (Khabar) - Rational distribution of budgetary funds over all regions – such problem was put before itself the akimat of South Kazakhstan region. To define priorities government of the region visits each area and gets acquainted with problems of all settlements in details. Baidybek area is historically considered as cattle-breeding. Therefore both local residents and an area management stake on this branch. The program «Kazak eli» has been created here and 11 farms have united within it. Their purpose is to adjust a full cycle of manufacture meat and milk production: from cultivation of cattle to finished goods release.

Mukhtar Karatayev, deputy of mayor, Baidybek area, South Kazakhstan:
- We need 300 millions tenge. We have already found more than a half. Our ptogram is proved in the area and in the region. We hope to get the other part of money in form of credit. As a deposit we are going to leave techniques and household buildings.

Regional government is ready to support peasants, the issue of providing money through investment center is considered. Akimat representatives think that privilege in crisis period should be given to primary importance projects.

Askar Myrzahmetov, mayor of South Kazakhstan region:
- Every town akimats were given a task to make the passports of unsolved social problems, or, let’s say, social passport of each inhabited locality. That is to say what main issues should be solved at the expense of budget in 2010.

Medical help is one of the sore objects. There are 51 villages in Baidybek area and only 8 of them have medical-obstetrical points. There is no puerperal department in the area, it was closed in 2007. Now the question of its opening is put into the list of primary needs. In the result of such inspecting visits the government will consider a bad condition of roads, problems with drinking water and shortage of schools in budget of the next year.
