Problems of environment defense
Atyrau, October 16, 2009, Khabar - The administration of Atyrau region asks local deputies to pay attention to the problem of environment defense.
According to the governmental organ, Zhayik-Caspian ecology department is not active now. The situation in large oil companies is not controlled, and it threatens the ecological safety of whole region. Since the beginning of the year 69 supernumerary situations, in result of which the nature has suffered, have occurred in “Tengizchevroil” company. However no one of them has attracted attention of Zhayik-Caspian ecology department.
Bolat Daukenov, the first deputy of Atyrau region’s mayor:
- The last fact happened in September when TCO has burned 33 million tons of gas, but we have not reacted yet, the measures were not taken.
Ecologists have self-liquidated from checking of prominent nature resources companies like “Tengizchevroil”, “Agip KCO” and “Kazmunaygaz”. They do not collect penalties from them. According to the akimat of the region, only 2 per cent from 9 billion tenge that have to be paid by oil companies for atmosphere pollution was paid.
Bolat Daukenov, the first deputy of Atyrau region’s mayor:
- Many billions are supposedly allocated to improvement of ecological situation. However we have data that these actions are nor done. Money goes for another aims. Non-taking of measures to the largest resource extracting enterprises leads to their impunity. They ignore everything and everyone.
Deputies think that one of the reasons of such ignorance is the absence of legal base. All the issues connected to nature defense are solved by the Ministry of Ecology and other republican departments.
Alexander Dumler, deputy of Atyrau region’s maslihat:
- Our representative organ that works in the region is just statistic. The situations are controlled from Astana, from the cabinet of the Ministry of Ecology. As a result companies who break ecological norms feel themselves unpunished, they are not fined. This, of course, causes at least perplexity of deputies.
Deputies have recommended solving the problem on governmental level and giving the part of power to local authorities.
