Concept of legal policy

Almaty, October 17, 2009 (Khabar) - There are active discussions among representatives of state, lawyers and scientists in legal sphere. The new concept of legal policy is developed and approved by the President. Document defines the ways of national law development from 2010 to 2020. Parliament will be guided by this concept in law-making process. Participants of round table in Almaty have discussed changes in criminal law. Some amendments are going to be included to the criminal code within the new concept. At the same time the concept itself saves succession of criminal policy that was adopted 10 years ago by the head of the state. It is characterized by two vectors. That means that so called “occasional” offenders will be treated more humanistic and liberal. And more strict punishment will be used to dangerous criminal and recidivists.

- I think that next law projects will be directed to the harshness and inevitability of punishment to dangerous offenders despite of the level of crime’s seriousness, and humanism and loyalty towards people who have committed insignificant law violations for the first time.
