Meeting on language policy
Astana, October 21, 2009 (Khabar) - The secretary of state and foreign affairs minister of Kazakhstan Kanat Saudabayev has held a meeting with the heads of executive powers and representatives of the Assembly of people of Kazakhstan, where they were talking about the implementation of the language policy in the country. Opening a meeting Kanat Saudabaev has underlined that today the international community waits for much from presidency of our country in OSCE in 2010. Especially it concerns international relations. Kazakhstan intends to become a conductor between civilizations, cultures and religions. The certain experience for this purpose in republic is already saved up.

- A wise implementation of the language policy as well as securing the rights of nations to an education and publication of media in their mother tongue all appeal to our foreign partners. This policy, which was established after Kazakhstan gained independence, is successively being implemented by the head of state, the chairman of the Assembly of people of Kazakhstan. Nursultan Nazarbayev is considered to be one of the pillars of the unique international and interfaith accord in the country.
During its years of independence, the country has witnessed the creation of favorable conditions for learning the state language. The country has 64 educational centers, where people can learn the Kazakh language and by 2011 this number will reach 120. Kazakhstan is witnessing the opening of Kazakh nursery and secondary schools. The financing of the state language policy is increasing. In 2008 alone, over 5 billion tenge was allocated for these purposes. Kanat Saudabaev underlined that the main acievement is expansion of sphere of application and a state language demand, and also comprehension of natural increase of its role.

- Therefore we do not let any populist and seditious statements of the separate "hotheads" forcing the unfair groundless criticism of a condition of the Kazakh language in the country, calling to rash, harmful, artificial acceleration of process. We don't let any radical and extreme measures in this rather delicate sphere. Who from these parents, I wish to ask, have made and does more for revival of the Kazakh language than Nursultan Nazarbayev who has openly and clearly said that the future of Kazakhstan is in Kazakh language, but we should go consistently to this high aim , step by step, without restraining the rights of citizens of Kazakhstan.
Kanat Saudabayev noted that in such areas as the language policy, speculations are inadmissible. In this connection, the secretary of state gave some missions.

- The General Prosecutor’s Office, the National Defense Committee and the Minister of Culture and Information should provide constant monitoring on the strict implementation of the Constitution and the law on languages and suppress all such attempts to go against it. Council heads should audit the state of affairs in this area. In particular, they should check the availability of visual information in both Kazakh and Russian languages in state organizations and population service centers and provide for the widespread use of such information. The heads of central and local executive powers should provide places for congress and meetings with equipment for simultaneous translation.
Additionally, Kanat Saudabayev asked for a strengthening of quality controls for the translation of legislative acts in the Kazakh and Russian languages as well as issuing tutorials for learning the Kazakh language. In this case, Kanat Saudabayev noted the importance of support for the Russian language as well as the languages of other nationalities living in Kazakhstan.
